Ben Aspinall joined an Expert Panel at the RTPI CIL Conference in Leeds

Ben Aspinall formed part of an expert panel alongside Adrian Kerrison from Newark & Sherwood Council and Bob Pitchard, City Solicitor from Leeds City Council as part of a one day conference on ‘Delivering Infrastructure through Planning’.   Ben led a discussion on the economics of development and the fundamental differences between greenfield sites and brownfield land.   Ben presented lessons to be learned from previous betterment taxes and the original recommendations from the Barker Review about tax of greenfield windfall sites – which are fundamental for Local Authorities embarking on setting CIL rates.  Meanwhile Adrian Kerrison talked the audience through some practical experience from an Authority with an adopted Charging Schedule and Bob Pritchard rounded up with the legal perspective.  To obtain a copy of Ben’s presentation please email ben@aspinallverdi.co.uk
