Outline

Ben Aspinall was retained to provide cashflow appraisal support on a portfolio of inter-linked developments on five key Council owned sites in Skipton. The proposals were in support of the Renaissance Vision prepared by Yorkshire Forward. The Council was seeking to develop a new Joint Services Centre including a new library and registry office to provide better access to public services. This required the town’s car parking to be consolidated into decks. This was to be paid for by the release of high value retail, mixed use office-A3, and residential development opportunities.

Services Provided

Craven District Council retained Ben Aspinall as development adviser. Ben project managed the initial concept designs and feasibility surveys (topographical, flood risk, utilities, highways etc.). An exhibition of the proposals was held and much public debate was stimulated. The feedback from the work resulted in various options being tested.

Value Added

Throughout the conceptual design process Ben Aspinall tested the ideas with the public and also the development community. Ben Aspinall also maintained a consolidated development appraisal of the five schemes to ensure the Council’s objectives could be delivered from the development surplus and to prioritise projects.
